Regional Versus Multilateral Solutions to Transboundary Environmental Problems: A Southeast Asian Perspective

چکیده

At an analytical level, the international dimensions of environmental policies may be divided into three categories, viz. national (or competitiveness), psychological (non-physical) and transboundary pollution problems (global externalities). It is argued that only the third problem (viz. degradation of regional or global commons) ought appropriately to be seen as being truly international (or regional) in scope, the first two generally being sovereign policy issues. The paper discusses regional and multilateral policy options and constraints for dealing with such transboundary environmental problems. Lessons are drawn from the recent Southeast Asian haze caused by the Indonesian forest fires.
